The Government of the Republic of Azerbaijan applied for financing in the amount of US$ 90.40 million from the OPEC Fund for International Development (the Fund) towards the cost of the Sumgayit Wastewater Treatment Plant (WWTP) Project, with a total estimated project cost of US$ 107.38 million, and will apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this Project. The Government of Azerbaijan contribution will cover taxes and duties.
Project Description and Components
The Sumgayit WWTP Project entails the construction of a new, modern wastewater treatment facility with an additional treatment capacity of 100,000 m³/day, located adjacent to the existing WWTP in Sumgayit city, Republic of Azerbaijan.
The Project will comprise the following components:
1.Civil Works and Equipment: The component entails the construction of essential infrastructure including mechanical and electrical equipment for a wastewater treatment facility with a total capacity of 100,000m3/day.
2.Consultancy Services:Including the review of detailed engineering design, assistance to the Executing Agency during the tendering process and supervision of works.
3.Project Management Unit: The component will finance the operation of the Project Management Unit[1], including personnel, logistical support and office equipment.
4.Financial Audit: An independent audit firm will be selected to audit the financial statements for the project. The audit will include an assessment of the adequacy of accounting, verification of all documentation on relevant transactions and eligibility of all expenditures.
Procurement of contracts financed by the OPEC Fund will be conducted through the procedures as specified in the OPEC Fund’s Principles for Procurement of Goods, Works and Services (“Principles”) and Procedures for Procurement of Goods, Works, and Non-Consulting Services and Procedures for Procurement of Consulting Services (hereafter collectively called “Procedures”) and is open to all eligible firms and individuals.
Legal, Policy, and Sustainability Compliance
The Project will comply with national environmental regulations and reference EU standards, including the EU Urban Wastewater Treatment Directive (91/271/EEC) and the EU Water Reuse Regulation (EU) 2020/741. The OPEC Fund’s Environmental, Social and Governance (ESG) Policy and Environmental and Social Exclusion List (ESEL) apply. No Alternative Procurement Arrangements are proposed.
Publication of Procurement Notices
Specific procurement notices for contracts subject to international open competitive bidding will be announced, as they become available, in UN Development Business (UNDB) online, on the OPEC Fund’s external website, and on ASWRA’s official website.
Prequalification/Initial Selection of suppliers and contractors will be required for the following contracts:
Contract for civil works, mechanical and electrical equipment supply, installation, and commissioning of the WWTP;
Consulting services contracts for design review, value engineering, bidding support, and construction supervision;
A contract for independent financial audit services.
